Job Description

Our client is a leading Defence professional services company headquartered in Canberra and they are currently seeking an experienced Cost Estimation Manager to assist in the delivery of a Commonwealth Government Defence sector project based in Canberra. Candidates must be Australian citizens and applicants residing outside of Australia will not be considered.

In summary you will be responsible for ensuring project and  cost estimation / cost modelling is prepared to schedule and aligns with Defence and Department of Finance guidance.

Your will be involved with:
a. Development of cost estimation and cost modelling materials for Gate and Government Pass submissions in accordance with Defence and Department of Finance guidance.
b. Provision of strategic advice and input into project and Directorate financial, cost modelling and cost estimation planning and financial reporting.
c. Completion of reporting as required by Delivery Group, Capability Manager and Defence Finance Group reporting structures.
d. Preparation of cost estimation supporting materials in accordance with Defence and Department of Finance guidance.
e. Stakeholder engagement with Defence contestability functions and Department of Finance personnel where appropriate.

About you:
a. Relevant degree in Financial Management / Business Management / Business Administration or Accounting.
b. Demonstrated experience in relevant cost modelling and estimation tools (e.g. CEAMOT).
c. Experience with major capital acquisition projects in the Defence context.
d. Experience with sustainment arrangements in the Defence context (commercial and Foreign Military Sales).
e. Experience with the Defence CLC and governance requirements.

 Qualifications / Skills / Experience that are not essential but highly valued:
a. In-depth understanding of Commonwealth Government (with preference toward Department of Finance) fiscal process, reporting methodology and planning cycles.
b. Understanding of CLC-compliant cost modelling methodologies.
c. Formal qualifications in Project Management.
d. Understanding of Defence Procurement Policy.
e. Understanding of the Defence Security Principles Framework

Candidates must be Australian citizens with a minimum NV1 security clearance. Applicants residing outside of Australia or non-citizens will not be considered.
